One of the WW holder, they locked their WW village and so no one can chiefted his village. But I am guessing it is a poor strategy and or just making a little hard time in the NE side. He could have left one village and build palace the WW village and make it a capitol. That should work unless they change some rules that WW village could not be a capitol village. Because of my curiosity, I sent msg to him and looks like he does not care though.

It's a known strategy... block the WW so no one else can use it. Then when admin deletes the account for violating the rules, the WW will spawn later (sometimes much later) and anyone taking it will be well behind.
you know that strategy. This is what they called it proper planning to the leadership. I seen that also in .com server 5. Where Lodm meta trying to block all the WW to be built..
